first_imgSalary sacrifice arrangements are very simple, highly effective and potentially beneficial to both employee and employer. It is almost too good to be true.At the heart of a salary sacrifice arrangement is an agreement between an employer and an employee to change the terms of the employment contract to reduce the employee’s entitlement to cash pay. This sacrifice of cash entitlement is usually made in return for some form of non-cash benefit such as more holidays, a better car or enhanced health insurance.Salary sacrifice can be financially beneficial for both employer and employee. For example, when part of an employee’s remuneration shifts from cash, on which tax and national insurance contributions (NICs) are due, to non-cash benefits that are wholly or partially exempt from NICs, both sides can be better off. While simple in principle, and capable of being changed, suitable documentation is required. If an employee wants to opt in or out of a salary sacrifice arrangement, their employer must alter their contract with each change. Employees’ contracts must be clear on what their cash and non-cash entitlements are and, once the entitlements are clear, it is the employer’s responsibility to make sure that they pay and deduct the right amount of tax and NICs for cash and benefits.Following the significant increase in salary sacrifice arrangements over the years, the government is becoming concerned about the potential loss of NICs. Concerns were raised in the Summer Budget, and the government announced in the Autumn Statement 2015 that it was launching consultation among employers, which seems likely to form part of a wider evidence-gathering process on the use of salary sacrifice. At present, there is no clear indication as to which way the Treasury is likely to move. With the prospect that income tax and NIC maybe harmonised in the foreseeable future, it is unlikely that Her Majesty’s Revenue and Customs (HMRC) will remove any of the tax advantages from salary sacrifice. However, HMRC is almost certain to take a tougher approach to ensuring that every detail of salary sacrifice schemes is implemented correctly, whether or not the harmonisation of income tax and NIC actually happens. Employer failures in implementation may mean that what looks too good to be true is proved by HMRC to be just that.George Bull is senior tax partner at RSM UK Tax and Accountinglast_img read more

first_img Email News The Hollywood Reporter’s Composer Roundtable featured GRAMMY-winning masters and newcomers who discovered the musical approaches they share in commonPhilip MerrillGRAMMYs Nov 20, 2017 – 5:52 pm The half-dozen film composers brought together by The Hollywood Reporter for their Composer Roundtable, the latest in their Roundtables Series, discussed a fascinating topic: what it’s like to create a musical reality that can transport audiences into the worlds of cinema. The roundtable comprised GRAMMY winners Michael Giacchino and Alexandre Desplat, GRAMMY nominee Philip Glass, Carter Burwell, Daniel Pemberton, and Tamar-kali.”[Music is] like anything else in art. It’s going to trigger an emotional response,” began Giacchino. But then he noted the paradox of music’s power, saying that “sometimes in order to feel something, you need the absence of music first.”The musicality of his upcoming Pixar film Coco is so effective that the GRAMMY Music Education Coalition has launched in conjunction with it.Discussing what it was like to score her first project ever, the 2017 film Mudbound, Tamar-kali said almost everything flowed as she scrambled to pull together 40 minutes of final music in four weeks. The exception was a difficult cue for a climactic, violent scene. To bring her own honest emotional response to the challenge, she played along with the scene again and again until she knew she had it right. Finding that kind of authentic connection within themselves is part of the art of transporting an audience.Tamar-kali also made an important observation about avoiding a “numbers game” while trying to correct the gender imbalance in Hollywood hiring.”Before you can get more [women], you have to find out what exists. So there needs to be a shift in culture,” said Tamar-kali. “Horizons need to be expanded. How can you hire more women if you don’t even know who the women composers or directors are?”Another issue discussed during the event was how to communicate about music with professionals who live for film. Glass admitted that he enjoys being able to do anything he wants while writing opera but he acts more like a guest in someone else’s home when writing soundtracks.”It’s a different vocabulary, words, grammar, everything,” agreed Desplat. “You have to know what cinema is about. We’re part of this collective artwork.”In Desplat’s case that led to GRAMMY wins for The Grand Budapest Hotel and The King’s Speech.’Score’: Soundtracks take us on an emotional rideRead more Composer Roundtable On The Art Of The Film Soundtrack Composers Connect Us To The World Of Film composer-roundtable-art-film-soundtrack Twitter Facebook last_img read more

How cops used a public genealogy database in the Golden State Killer case Journal information: Sciencecenter_img A trio of concerned citizens from the University of Baltimore and Baylor College of Medicine has published a Policy Forum piece in the journal Science surrounding the issue of law enforcement using genetic information in public databases to pursue criminals. In their paper, Natalie Ram, Christi Guerrini and Amy McGuire highlight the issues involved and offer some suggestions regarding how the issue might best be handled. More information: Natalie Ram et al. Genealogy databases and the future of criminal investigation, Science (2018). DOI: 10.1126/science.aau1083SummaryThe 24 April 2018 arrest of Joseph James DeAngelo as the alleged Golden State Killer, suspected of more than a dozen murders and 50 rapes in California, has raised serious societal questions related to personal privacy. The break in the case came when investigators compared DNA recovered from victims and crime scenes to other DNA profiles searchable in a free genealogical database called GEDmatch. This presents a different situation from the analysis of DNA of individuals arrested or convicted of certain crimes, which has been collected in the U.S. National DNA Index System (NDIS) for forensic purposes since 1989. The search of a nonforensic database for law enforcement purposes has caught public attention, with many wondering how common such searches are, whether they are legal, and what consumers can do to protect themselves and their families from prying police eyes. Investigators are already rushing to make similar searches of GEDmatch in other cases, making ethical and legal inquiry into such use urgent. Explore further The case of police arresting a man suspected of being the Golden State Killer made headlines recently, partly because of the notoriety of the case and partly because of the way the case was cracked. The police compared DNA samples taken from crime scenes with those in a public database and found a close match—someone who was related to the suspect. Further work allowed them to narrow their search down to the man who was arrested. While most people likely received the news of a serial killer’s capture as good news, others were also concerned about how it happened. This led to questions about the privacy of data in public databases—such as whether the police should be allowed to use such data to search for a suspect. The authors point out that there is no law forbidding what the police did—the genetic profiles came from people who willingly and of their own accord gave up their DNA data. But should there be? If you send a swab to Ancestry.com, for example, should the genetic profile they create be off-limits to anyone but you and them? It is doubtful that many who take such actions fully consider the ways in which their profile might be used. Most such companies routinely sell their data to pharmaceutical companies or others looking to use the data to make a profit, for example. Should they also be compelled to give up such data due to a court order? The authors suggest that if the public wants their DNA information to remain private, they need to contact their representatives and demand that legislation that lays out specific rules for data housed in public databases.last_img read more

first_img Problem Solvers with Jason Feifer 2 min read It seems that there is no consensus about how much longer we’ll be stuck with winter. Punxsutawney Phil did see his shadow — ostensibly predicting six more weeks of winter — while the less alliteratively named Staten Island Chuck did not. Now, predictions are a tricky business, but it seems that we’re going to continue to deal with precipitation and chilly temperatures at least for the time being, and that means travel delays, especially for flights.Google might be a little bit more adept at attempting to see the future than a groundhog. The search giant said that an update of its Google Flights app is making it possible to predict whether your flight will be delayed, even before the airlines figure it out.Related: Emotional Support Peacock Rejected to Fly by United Airlines”Flights already shows delays, and now we’re sharing reasons for those delays and delay predictions too,” the company explained in a blog post. “Using historic flight status data, our machine learning algorithms can predict some delays even when this information isn’t available from airlines yet — and delays are only flagged when we’re at least 80 percent confident in the prediction.”The company doesn’t suggest relying solely on Google Flights to decide whether you should go to the airport or not as things can always change, but at least you’ll have a sense of how long you’re going to potentially be stuck in the terminal. first_imgIntel has introduced microcode updates for mitigating the recently disclosed speculative execution vulnerabilities known as ‘Foreshadow’ a.k.a the L1 Terminal Fault (L1TF). These microcode patches were supposed to handle various side-channel and timing attacks. A new license term applied to the new microcode is as follows: You will not, and will not allow any third party to (i) use, copy, distribute, sell or offer to sell the Software or associated documentation; (ii) modify, adapt, enhance, disassemble, decompile, reverse engineer, change or create derivative works from the Software except and only to the extent as specifically required by mandatory applicable laws or any applicable third party license terms accompanying the Software; (iii) use or make the Software available for the use or benefit of third parties; or (iv) use the Software on Your products other than those that include the Intel hardware product(s), platform(s), or software identified in the Software; or (v) publish or provide any Software benchmark or comparison test results. However, this was not very well received by the public. Let’s find out why. Issues in the Security Patches The security fixes introduced apparently slow down Intel processors. Intel could very well be facing a backlash from the public on this. Imagine companies that run huge server farms or provide cloud services having to face a significant 5-10% speed reduction in their server. Security and reputation, both would be at stake. Another dilemma is whether the customer should install the fix or not. Many computer users don’t allow outside or unprivileged users to run on their CPUs the way a cloud or hosting company does. For them, the slowdown incurred by installing the fix is unnecessary. Through its license, Intel has now attempted to gag anyone who would collect information for reporting about speed loss incurred penalties. Bad move. When in reality, it should have focussed on ways to handle security problems by owning up to the damage and publish mitigations. This clause of the license just hides how they are damaged. By Silencing free speech of those who would merely publish benchmarks is bad ethics . Intel’s decision to include this clause in the license also gained attention by many big names in the tech industry. The Register reported on Tuesday that Linux distro Debian decided to withhold packages containing the microcode security fix over concerns about its license. After this, open-source pioneer Bruce Perens called out Intel for trying to “gag”  netizens. Here is what Lucas Holt, MidnightBSD project lead, had to say in a tweet. Source: Twitter.com Terms of the License stand re-written To save further confusion and chaos of the masses, Intel has backtracked on the license for its latest microcode update after the previous wording outlawed public benchmarking of the chips. The reworked license no longer prohibits benchmarking. In an announcement via Twitter, Imad Sousou, corporate VP and general manager of Intel Open Source Technology Center, on Thursday said: “We have simplified the Intel license to make it easier to distribute CPU microcode updates and posted the new version here. As an active member of the open source community, we continue to welcome all feedback and thank the community.” While Intel could have faced major trust issues not only from their dedicated users, it managed to re-trace its steps just in time. It’s about time Intel starts taking responsibility of its own machines. Hopefully, the company thinks twice before introducing any other changes that could lead to a backlash. first_img Women dressed as the characters from “The Handmaid’s Tale,” Margaret Atwood’s dystopian novel that is now a popular TV series. Via Twitter / @marimodoavion Isn’t it more important to highlight the fact that so many women came out, some of them with their daughters, their brothers, boyfriends, husbands, girlfriends, pets, to ask for a better life? They went out there in remembrance of the more than 300 girls who have been the victims of femicide in the last decade. Yes, that’s only in Costa Rica. They marched for the girls who were raped, abused, bullied, hit, or threatened. And for the ones who, unfortunately, will suffer through that in the future. Girls like you, girls like me. Girls who just want to live every day without worrying about what’s going to happen to them next. To all those who think we’re lazy, ridiculous or overreacting: I’m sorry you feel that way, but I’m not sorry about our movement. We will keep going until we get what we want. That’s what girls do. We couldn’t care less about how you feel about it.To our supporters: thank you. Thank you for all you do. The fight is far from over, but love and justice will always prevail. The gathering of people around the Legislative Assembly at the Women’s March on March 8. Via Twitter / @MongePapauli By now you probably already know that hundreds of women took to the streets of San José to march for our rights on March 8, International Women’s Day. And let me tell you: it was amazing. Here’s the thing. To my dismay, because I’m a journalism student, most of the talk has only portrayed one side of it all: the vandalism. You probably read or heard about it, or saw some Facebook posts. Maybe you even fought with somebody about it. It’s the only thing people are highlighting, and I honestly don’t understand why. The sign reads: “Women for the right to decide.” Via Twitter / @marimodoavion Facebook Comments I’ll give you an easy example: there have been four femicides in 2018, according to data from the Observatory on Gender Violence against Women and Access to Justice. Imagine if someone said those four men who killed those women defined the rest of the male Costa Rican population. It makes absolutely no sense, right? That’s exactly why that group of five people does not define the rest of us.Let me tell you what does define us: The fight for love, first of all. The fight for fundamental rights. The fight to have a choice over our mind and bodies. The fight to be able to follow our dreams. The fight for our daughters, nieces or cousins to be born into a world where girls don’t have to be scared anymore. The fight for equality. The fight for life – for a good life.center_img The 2018 Women’s March sign reads: “On my way home I want to be free, not courageous.” Via Twitter / @en_velcro Paula Alvarez is a journalism student in San José, Costa Rica. Nobody talks about how people who had never met before were hugging, talking and dancing together, posing for pictures. Why don’t people care about these wonderful things? At a time like this, it’s just what we need: love. Lots and lots and lots of love. And before you even think of coming at me because of what I said about the vandalism: I was raised Catholic. I am a Catholic. I pray and go to church. In no way am I supporting this tiny group – because it really was tiny, just five people – that thought putting graffiti on churches and other buildings was the best way to act. It wasn’t. Delhithe democratic revolt against the daily humiliation of corruption could be the harbinger of more sweeping change But the challenges economic and political are great GDP growth has slipped below 5 per cent a year a critical threshold Harvard economists Lant Pritchett and Larry Summers report that countries rarely grow much faster than the world economy for extended periods They suggest that India could enter a phase with GDP growth stuck in the 3 to 5 per cent a year range Maintaining prolonged high growth rates is unusual because it requires uninterrupted forward-looking investment in infrastructureeducationand economic and social governance The few countries that have broken free from regular relapses into low growthmostly in East Asiahave worked hard to ensure such investment Chinawhich Pritchett and Summers say faces the same risk as Indiahas bucked this tendency by continually investing in its future Its world-class infrastructure is much admired TodayChina is staking a robust predictors of GDP growth China is racing ahead in R&D investment and the number of patents that the Chinese register in the US has increased from virtually nothing 20 years ago to almost on par with France MeanwhileIndia has transitioned from promise to hubris and now to dejection The logjam in infrastructure development has turned endemic Even more serious is the dismal quality of education While political parties see some value in providing better and cheaper infrastructure servicesthe rhetoric on education has only rarely been followed by effective action Two of Indias better statesHimachal Pradesh and Tamil Naduparticipated in the same PISA test in 2009; they competed for last place with Kyrgyzstan Despite progressthere remain formidable gaps in the quality of primary educationthe essential base for all subsequent learning Thusnotwithstanding heartwarming anecdotes of Indian educational and scientific successthe cold macro reality is that India is competing itself out of the global marketplace At the low-tech endIndian products are unable to compete with other low-wage countries; at the high endour human capital and infrastructure fall short At homemany Indian producers have ceded ground to Chinese manufactured imports At such momentswe turn with hope to new leadership Surely a new prime ministera new finance minister will turn things around The drumbeat for a more business-friendly leader has gained steady momentum Not just business-friendlybut one who can get things done Indeedthe lesson often drawn from Chinese success is that India needs more authoritarian leadership presidential governmentperhaps This is saviour fantasy and bound to disappoint It draws the wrong lesson from Chinaand India is not China The right lesson from China is that lessnot morecentral control is needed Chinese local governments have powerful incentives to support growththrough building roads and power plantsencouraging industrial investment and educating their paradoxically can be more responsive to the voice of its people more attentivefor exampleto internet chatrooms than democratic India Indians have greater right to protest butfor that very reasonpolitical leaders feel there is little cost in ignoring the protests until matters become intolerable There are no easy fixes All traditional political parties are beholden to a new rent-seeking The emergence of the Aam Aadmi Party (AAP) holds more promise than does a national saviour The AAP will most likely not sustain its campaigns economic undertakingsand that may prove to be its undoing But the stranglehold of corruption stands a real chance of being weakened Indias greatest strength and achievement is its democracy And while democracy is messy and may get messierit is democracy that must be leveraged for economic and social progress The international evidence is clear: in the long rungenuine democracy and economic welfare reinforce each other The promise lies not in the AAP scaling up to the national level but in the emergence of AAPs across the country The real promise lies in the possibility of political entrepreneurship and the electorate leading a transformation of politicswhether through insurgent political movements or pressures to reform old parties It lies in the competition for ideas to reset the governance structure India cannot be governed from the Centre Economic reform and effective service delivery will only occur with meaningful political and fiscal decentralisation to state and local governmentssupported by administrative reform This needs to be done under the watchful eyes of local residents who can demand tangible accountability through electoral and direct measures Only then will the space reopen for committed economic entrepreneurship And
